The Plan Commission on Aug. 18 voted 7–0 to approve a site plan for the Clear Sky Rehabilitation Hospital, a single-story inpatient physical-rehab facility to be located on the city’s southeast side near Boltz Farms Road.
Planner Peter Baumgartner described the proposal as a roughly 43,000-square-foot, single-story inpatient facility with 36 patient beds. The applicant proposed 108 parking spaces; staff noted the zoning requirement would be 68 spaces based on a typical ratio but the applicant provided a parking study and explained the operator’s experience at comparable facilities supports a larger stall count (one space per patient room plus peak staff parking).
The plans include a photometric lighting plan that staff stated would keep light levels within the property boundary, landscaping and a proposed monument sign. The site includes a stormwater facility shown on the plans and will require standard engineering approvals, drainage calculations and building permits before work may proceed.
Applicant representative Bridal (given name reported in the record) confirmed the facility operator’s practice and said the larger parking complement is consistent with other operations. The commission asked about transit access; staff noted the site is currently on bus route corridors within roughly 0.4 miles of service and that future road or pedestrian connections could improve access.
Conditions tied to approval include required engineering signoffs, final grading and drainage approval, and compliance with the city’s lighting and landscaping requirements; signage will be reviewed by staff during permit review.
