Plan Commission approves rezoning and preliminary plat for Ravenlex twin-home phase after trimming lots to meet open-space guidance

The Plan Commission on Aug. 18 approved a rezoning and preliminary plat for a roughly 7-acre continuation of the Ravenlex development on Dorrit Road, permitting 40 twin-home units (20 two-unit buildings) with modified lot standards and conditions intended to protect adjacent property and trees.
Planner Peter Baumgartner explained the request was part of the Ravenlex general development plan (GDP) and that twin homes require rezoning under the city code. The proposal included 40 twin-home lots, a reduction in the front-yard setback from 30 to 25 feet for the new lots, and a request to waive the zoning code’s 15% common open-space requirement. The plan also showed a stormwater outlot and a pedestrian connection to Sherman Creek Park.
Consultant Jeremy Skow and engineer Sean Bohan presented the plan and said twin homes are allowed under the GDP and the developer intended to distribute housing product types through the site. Several nearby residents raised questions about drainage, trail connections, and loss of trees; neighbors also expressed concern about future connections from existing dead-end streets and about a proposed stormwater outlot adjacent to older properties.
After discussion, a motion to amend the preliminary plat was made and passed to remove Lots 25 and 26 from the developable parcel and convert them to an outlot in order to satisfy open-space expectations and to provide a buffer. The amendment passed on a 6–1 vote. The commission also added a friendly amendment directing guidance on tree protection measures (e.g., avoiding grading within the root zone and using offsets to preserve mature trees) to be included in permit conditions.
With the amendment in place the commission approved the preliminary plat and rezoning, 7–0. Conditions attached to the approval include required engineering review, final plat/CSM, stormwater management, and tree-protection guidance addressing grading near existing mature trees.
