The Eau Claire Plan Commission on Aug. 18 approved a conditional-use permit for a detached garage at 1922 Welsh Drive, imposing a screening condition after neighbors raised concerns about visibility and the building’s proximity to the road.
Planner Erin Kuzma presented the application from JB Consulting and Contracting for property owners Patrick and Arlene Rebman. The property has an existing attached garage of about 624 square feet; the applicant proposed a 1,200-square-foot detached garage, producing a combined total in excess of the ordinance’s 1,500-square-foot combined limit and triggering the need for a CUP.
The property owner’s representative, Patrick Redmond, said the detached garage is intended for personal storage and that no business activity would occur there. Nearby residents spoke at the public hearing; several asked for screening between the new garage and the street and neighboring yards. Mark Lewis, who lives two doors to the north, asked that screening mature to the height of the garage roof on the east and south sides; another neighbor asked that construction be halted while the permit was resolved.
Commissioner Brewster moved approval and Commissioner Zoid seconded. During discussion commissioners and staff agreed that a condition requiring vegetation planting on the east and south sides to mature to the height of the building would address neighbors' concerns; the applicant confirmed they planned landscaping and were agreeable to a hedge planting.
The final vote to approve the CUP, with the screening condition that vegetation on the east and south sides be required to mature to building height, passed 7–0. Staff also recommended a condition prohibiting business activity in the detached garage, and existing engineering and permit reviews must be completed prior to construction.
Outcome: CUP approved with condition for vegetation screening to protect neighborhood aesthetics and privacy. Building permits and engineering approvals remain required.
