Planning commission approves Valley Rentals equipment-rental special use permit with conditions

The Churchill County Planning Commission unanimously approved Aug. 13 a special use permit (SUP24‑25‑24) allowing Valley Rentals LLC to operate a commercial equipment and trailer rental business at 7250 Reno Highway.
Dean Patterson, Public Works and Planning, summarized staff review and conditions: the permit covers rental of excavators, forklifts, skid steers and similar machinery; the property includes existing structures and a nonconforming residence where the owner will live; a new office and shop are planned; and up to 10 customers per day are anticipated with deliveries handled by the business. Patterson noted potential NDOT concerns about driveway aprons and access and that the building department requires licensed contractors and building permits for any nonresidential construction.
Patterson said ADA issues were discussed; because customers do not remain on site and employees are family members, staff recommended a condition prohibiting nonfamily employees rather than requiring full ADA facilities immediately. The staff report also requires landscaping along the highway frontage and coordination with NDOT for any right‑of‑way changes.
Applicant Robert J. (R.J.) Yost said he had been trying to reach NDOT but was unable to get a return call and confirmed he could comply with the conditions. Commissioner Mark Heidt moved to approve the permit subject to the conditions listed in the staff report; the motion was seconded and passed unanimously. Patterson reminded the applicant of a 10‑day appeal period and that the department will contact the applicant to complete the process.
The approval allows on‑site storage and operation under the listed conditions; NDOT and building‑department requirements remain prerequisites for full operation.
