Council approves Finger Lakes Warehouse site plan after neighbor questions slope into canal

The Doral City Council approved the site plan for Mahuti International Corp.'s Finger Lakes Warehouse at 2100 Northwest 90th Avenue on Aug. 13.
Michelle Lopez of the city Planning and Zoning Department presented the application, saying the 0.98-acre site (about 42,500 square feet) meets the City’s comprehensive plan and Land Development Code and includes a warehouse/office building, 20 parking spaces (including one ADA space) and two loading docks. "The site plan is fully consistent with your code," Lopez said.
Gonzalo Pesquera, president of the Greater Miami Ski Club, told council members the property abuts club waterways and asked that the slope into the lake comply with the City’s 2009 ordinance requiring a 4:1 slope so water-skiing is not impeded by backwash or retaining walls. “We want to make sure the slope that goes into the waterway into the lake complies with the ordinance from the city that was approved in 02/2009,” Pesquera said.
Manuel Fernandez, the project's architect, told the council he had spoken with Pesquera and said the design intends to meet the code. "As a matter of fact, I believe that 99% of the slope is 1 in 1. We're not putting in a retaining wall right at the, you know, water edge," Fernandez said.
Lopez told the council that construction documents will confirm the slope is consistent with code and that staff will verify compliance during the building-permit review. "When we receive the construction documents, we will, of course, confirm that that slope is consistent with the code requirements," she said.
Councilman Rafael Pinedo noted the street tends to flood in heavy rain and asked whether the applicant would address the private road; the applicant said the owner had purchased an easement and was installing French drains and other stormwater improvements along the frontage.
After discussion, Councilman Pinedo moved to approve the site plan; Councilwoman Nicole Reynoso seconded. The council voted unanimously to approve the site plan (yes votes recorded from Councilmembers Pinedo, Reynoso, Cabral, Vice Mayor Morin Porras and Mayor Kristy Fraga).
The site plan record states staff found the proposal compatible with surrounding industrial uses and consistent with site plan evaluation standards in City Code section 53-1-84(c)(3). Planning staff said they will confirm slope and stormwater details in the construction documents before issuance of building permits.
