Lenoir City Council approves downtown motorcycle rally, expands temporary alcohol area for Oct. 2–4 event

Lenoir City Council on a unanimous vote approved a downtown motorcycle rally organized with Smoky Mountain Harley-Davidson and agreed to a temporary expansion of the city's designated special-event alcohol-consumption area for the dates listed in the event request (Oct. 2'4, 2005 in the materials provided).

Council members said the event is intended to draw regional riders into downtown businesses and would use barricades and a one-way entry/exit to contain the licensed consumption area. City staff and organizers told council the event would place vendors in the parking lot behind Roman State, around the museum and along Railroad Street, and would require an exception to the 2021 ordinance map that defines the downtown consumption zone.

The council discussed public-safety measures. The police chief said officers would staff the event and that organizers would contract and pay for any additional officer coverage, consistent with state law and the city's practice for similar festivals. Councilmembers said security and clear barricades would be used to prevent patrons from leaving the licensed zone without supervision.

Organizers told council the promoter aims to grow the event over multiple years as a regional draw, noting the area's connections to riding routes through the Smoky Mountains and neighboring counties. Council members also discussed vendor logistics, parking and coordination with downtown businesses and Tennessee Brew Works, which agreed to allow use of a parking lot for the event.

Vice Mayor (unnamed) moved to approve the event request; Councilmember Shields seconded. The roll-call vote was recorded as Wampler: yes; Kennedy: yes; Shields: yes; Brandon: yes; Simpson: yes. The motion passed 5-0.

Council members said they expect organizers to work with downtown merchants and the city's street and police departments on final barricade, vendor and traffic plans before the event.
