A city committee endorsed a partnership with United Cerebral Palsy of Middle Tennessee and the Tennessee Housing Development Agency to help low-income, elderly or disabled McMinnville residents obtain exterior ADA ramps.
Under the plan, eligible residents will apply to the city, applications will be reviewed by the community engagement committee and community development, property compatibility will be verified, and Tennessee College of Applied Technology (TCAT) students would construct the ramps as a training opportunity. The city will perform a final inspection and the program will submit for reimbursement for the materials used.
Presenters told the committee the program expects to recover 100% of material costs through the grant program minus an administrative or TCAT fee; the transcript noted a relatively small fee ("$5" comment) but did not record an exact administration fee amount. Committee members agreed to waive the standard $50 permit fee for the ramps; inspections will still be performed. The committee approved the partnership and waived the fee on a voice vote.
Committee members estimated an initial goal of completing about 10 ramps under the program. No implementation schedule or applicant eligibility thresholds beyond "low income" and disability indicators were provided on the record.
