Guymon council accepts state and federal grants, approves contracts for box hangar project at Guymon Municipal Airport

The Guymon City Council voted unanimously July 8 to accept three grants and to approve professional and construction contracts to move forward with a box hangar project at the Guymon Municipal Airport.

The council accepted a $920,013 grant from the Oklahoma Department of Aeronautics (ODAA) contingent on formal acceptance of a related grant, approved a Bipartisan Infrastructure Law (BIL) FAA grant of $1,027,000 (which includes a $93,365 city match), and accepted a Non-Primary Entitlement (NPE) FAA grant of $238,018 (which includes a $21,638 city match). Council members said the three awards together provide the funding package needed to proceed.

City staff told the council the federal and state shares were expected and that the project had been reviewed by third-party engineers. The staff presentation said the federal share had been budgeted in the city’s 2025 budget and that local match requirements would be met through budgeted sponsor contributions and a small transfer to cover a shortfall.

Council also approved work order No. 2 under the master professional services agreement with Garver LLC for engineering, inspection and design services not to exceed $212,300, contingent on acceptance of the independent fee estimate and receipt of the FAA and ODAA grants. The council was told this cost will be paid from the grant funds, not from city general funds.

Finally the council awarded the construction contract for the box hangar to Firebrand Construction LLC of Oklahoma for an amount not to exceed $1,910,700, contingent upon acceptance of the FAA grant. Staff recommended award after council approved the grant package and the engineering work order.

All motions related to the grants, the Garver work order and the Firebrand construction contract carried on unanimous council votes recorded as five ayes.

Council members and staff said the combined grants and contracts should allow the airport to move from planning to construction and noted the project required coordinating multiple funding sources.

The council’s action authorizes staff to proceed with the engineering and construction procurement steps and to accept the awarded grants; final disbursement of funds and construction mobilization will follow usual FAA/ODAA grant conditions and inspection milestones.
