Board narrows agenda and public-comment rules: two comment periods, priority to those not recently heard

The Elizabeth School District Board approved second readings of revised policies that change how public comment is handled at combined working/business meetings.

Under the revisions approved Sept. 23, the district will offer two separate 30-minute public comment periods when a working session and business session are combined: (1) a comment period at the start of the business session limited to remarks relevant to agenda action or discussion items that day; and (2) a second comment period at the end of the meeting for any education-related topic.

The board also adopted prioritization language to give speaking slots first to ESD students, parents/guardians of ESD students and ESD staff, then to district residents or taxpayers, and finally to other speakers. To broaden participation, trustees decided that preference should be given to speakers who have not addressed the board publicly within the prior month.

Board members discussed practical concerns, including whether a parent who wishes to speak on an off-agenda subject would have to wait through two meetings. Trustees agreed to include language giving the meeting chair discretion to move second-comment speakers up to the first block if time allows and no agenda-related speakers fill the first block. Board staff said the public-comment form will be edited to match the revised policies.

Trustees approved the second readings of BEDB (agenda) and BEDH (public participation) by unanimous roll call and asked staff to return with matching public-comment forms and final wording for a subsequent reading.
