Board approves third reading of new library-protocol regulation; trustees ask clarifying edits

The Elizabeth School District Board approved the third reading of a new regulation, KEC-R-2, that spells out procedures for review and selection of library and instructional materials. The board approved the regulation during business session Sept. 23 and asked staff to make specified clarifications before posting the final regulation.
District staff said the regulation splits selection and review into multiple protocols: Protocol 1 addresses review of existing instructional/library materials and points to Policy KEC and three review criteria the board has set (age appropriateness, alignment to curriculum and educational value). Protocol 2 covers the selection process for new materials and was intended to reference Policy IJ (curriculum and course materials).
Trustees and staff agreed to these follow-ups before final publication: (1) explicitly reference Policy IJ in Protocol 2 so the regulation remains consistent with the district's curriculum-adoption process; (2) avoid product-specific references in the regulation (staff will replace the catalogue-brand name "Destiny" with the generic phrase "library catalog"); and (3) add brief wording that parents have "control" over library notification settings (the regulation already said the catalog system can send automatic notifications when children check out books from a sensitive-topic list, and trustees asked a clarifying line that parents can opt out or adjust settings).
The regulation also provides a pathway for items identified by "other means" beyond the formal complaint process (for example, district curation projects) and trustees asked staff to explicitly note a routine curating process in the protocol language. Attorneys have reviewed the draft regulation and found it sound, staff said; trustees asked staff to run any final wording by counsel again before formal posting.
