Beaver City engineers and the council discussed a failing irrigation/storm pipeline buried under the downtown parking lot and a near-term proposal to replace it, with an engineering budget estimate of about $85,000 for the piping work.
Parker, an engineer with consulting firm Jones & DeMille, told the council the section under the parking lot is collapsing and will not reliably handle traffic or heavy equipment if left in place. “We're probably pretty fortunate that we haven't had a lot of moisture this year because the more moisture we have is that parking lot saturates, and it's just gonna continue to collapse,” Parker said. He later summarized the engineering estimate: “we're really looking at about $85,000 to replace the pipe itself.”
Why it matters: the buried pipe is part of a larger irrigation pipeline project the irrigation company is planning to pipe along 300 North. The city uses parts of that pipeline for storm drainage; if the city does not secure a viable pipe under its parking lot, future construction and traffic could cause a larger failure that would require more extensive repairs.
Details and budget estimates: Parker described a high‑level layout and costs. He said roughly 420 feet of new pipe would carry drainage to a junction box near First West; the piping and contingency together were budgeted in the engineer’s presentation at roughly $50,000 for piping plus another $25,000 for drainage inlets and grading, and a $7,500 contingency—an aggregated planning number the consultant summarized as about $85,000 for the pipe work. Rebuilding or repaving the entire parking lot was presented separately as a likely $90,000–$120,000 expense.
Funding and timing: the irrigation company that plans to pipe the full project has not secured all funding and had planned to apply for additional funding next season; council members and the mayor discussed whether the city should contribute money or in‑kind participation for the first block to help the irrigation company attract grants. The mayor said the city’s commitment to fund or complete the first 500 feet could help the irrigation company assemble the rest of the project funding.
Council next steps: the council did not approve construction tonight. Instead the mayor asked staff to place the matter on the agenda two weeks from the meeting, with the goal of making a decision at that meeting. The city manager and engineering staff will return with a refined scope and cost breakdown. Parker said he could help prepare bid documents and construction engineering if the council directs it.
Context: council members compared this approach to a previous piped irrigation project on 600 North where the city contributed funds to upsize pipe capacity for city storm drainage needs. Engineers noted alternatives (increasing pipe diameter later in the corridor, raising the lot to increase cover over the pipe, using flowable fill or a concrete cap where needed) that will be evaluated in design.
The council scheduled further deliberation and asked staff to bring a formal recommendation and more precise cost estimates to the next meeting.
