Broadwater County approves solid-waste fee relief application for 100% disabled veterans; Social Security number removed from form
Summary
The Broadwater County Board approved a revised solid-waste assessment relief application for residents with 100% VA disability. The board removed the Social Security number field from the county form, set a Sept. 1 filing date, and recorded the decision for inclusion on this year’s tax notices.

County staff presented a new solid-waste assessment relief application adapted from the Montana Department of Revenue form and recommended edits before release. The board approved the application with the Social Security number field removed.
A staff presenter told the board the county copied the Montana Department of Revenue form but scaled it down for local use and recommended a Sept. 1 filing date to align with the county’s assessment schedule. The presenter said the state DOR’s deadline is April 15 but that Sept. 1 gives residents more time to file before the county meets with DOR staff in October.
The presenter said the relief is limited to a primary residence and that a state 100% disability determination does not automatically exempt someone from the county special fee; residents must file the county application to be considered. The presenter told the board no applications had been filed yet because the form had not been posted.
County Attorney Kevin (first name only in transcript) told staff he was comfortable with removing the Social Security number field. Board members agreed the SSN should be removed to avoid deterring applicants and to limit handling of sensitive information.
A motion to approve the solid-waste assessment relief application with the Social Security number removed was moved and seconded; the board recorded two ayes and the motion passed. A board member noted the change will appear on this year’s tax bills when notices go out in October/early November.
Where the transcript records procedural or legal references, staff repeatedly cited the Montana Department of Revenue form as the model for the county application. The board directed that staff post the revised application and to bring any further clarifications back to the board if needed.
