Council introduces Stardust development agreement ordinance tied to Village 1 specific plan

The City of Lincoln City Council introduced by title an ordinance on Aug. 12 establishing a development agreement between the city and Stardust 80 related to a 302-unit low-density residential project in the Village 1 plan area (Stardust project). The council waived first reading and voted to adopt the ordinance in substantially the form presented.

City staff said the Stardust project was the subject of a tentative map that the council approved in July 2024, and that an addendum to prior environmental review covered the development agreement so no further CEQA analysis was required. The project includes roughly 2 acres of parks and about 20 acres of open space, located south of McBean Park Drive and west of Stardust Lane.

Staff told council the development agreement language follows the form and many provisions previously used in the Heartland at Hidden Hills and Lehi Veil Ranch development agreements, and reported negotiations with the applicant to produce terms acceptable to both parties.

No members of the public spoke during the public hearing. Council then voted to introduce the ordinance by title only.

Why it matters: The development agreement locks in certain development conditions and obligations between the city and the developer, and is a required step under the Village 1 specific plan for the Stardust project.

Next steps: Staff will finalize paperwork and record the ordinance as required; project implementation will proceed per the approved tentative maps and the development agreement.
