Staff presented conflicting language in the meeting packet about how much the city charges for connections outside the city. One packet sheet listed two water shares and $2,500; another indicated case-by-case determination. Council members said that variability could create disputes and asked for standardization.
Council members discussed the relationship between the city’s fee policy and the Special Service District (CVSSD) approval process. Staff stated that outside-property applicants must first obtain CVSSD approval and that the city still has authority to collect connection fees and water shares.
Council member Brown moved to retain the 2006 fee schedule; Council member Peterson seconded the motion. A roll-call vote followed and the motion carried. Staff was directed to update application forms and return with a standardized fee schedule.
