The district staff said the parcels involved are part of a multi-year acquisition and restoration plan funded through state grants. Staff noted that most sellers are willing, that appraisals have been reviewed and approved by the state grant administrator, and that a small number of remaining owners have been unwilling to sell — an issue the Middle Creek Restoration Project Committee will address in a future agenda item. The board’s approval authorizes district staff to proceed with offers based on the approved appraisals and required grant conditions.
Supervisor Sabatier, who had pulled the item for discussion, clarified that the intervening planning memo and a detailed map will return to the committee in the coming weeks for review of any negotiations with unwilling sellers. The board voted 5-0 to authorize the purchases and signatures.
