Polk County renews insurance for resource-recovery facility, approves broker fee and terrorism rider; facility staff plan grant-funded upgrades

Polk County commissioners approved renewal of the insurance package for the county Resource Recovery/Material Recovery Facility (MRF) in Fosston, including a terrorism rider and Mahoney Group broker fees, and received an update on upcoming, grant-funded equipment upgrades at the MRF.
Staff said MCIT no longer covers resource-recovery facilities and the county has worked with Mahoney Group and other markets. The board approved a $25,000 fee to Mahoney Group for administering the insurance placement, approved adding the terrorism rider, and approved the total premium package of $283,704 (the same as the prior term) including the optional terrorism rider and broker fees. Commissioners moved, seconded and carried the three separate motions.
Separately, staff described planned grant-funded upgrades at the MRF set to occur this fall, including installing a bag opener, a fine screen and robots through the company that built the plant in 2018. Staff said those contractors can also replace a failing long incline conveyor belt more efficiently while on site; parts for the belt alone were estimated at about $70,000 and staff discussed adding a heavy-duty magnet to remove large metal items from the waste stream as a safety and equipment-protection measure. Commissioners expressed support to proceed if time-sensitive procurement required staff to place orders before another board meeting; staff said they would return for formal approval if costs required.
