Buellton council approves reclassification of two staff roles, 10% pay increase

The Buellton City Council on Sept. 11 authorized reclassifying two staff positions and approved a 10% salary increase for those roles, city staff said.
City Clerk and HR Director Linda Reed told the council that the administrative assistant and the planning technician will take on substantially expanded duties and therefore the job titles and descriptions should be updated. Reed said the combined fiscal impact of the pay changes is $17,942 and the finance director confirmed the increase can be covered by the current general fund operating surplus so no budget amendment is required.
Reed said the administrative assistant role will be retitled Administrative Assistant/Deputy City Clerk to provide backup coverage for city clerk duties, including packet preparation and meeting attendance while the incumbent pursues required professional training. She told the council the planning technician has absorbed parts of the prior code enforcement work after recent retirements and will be retitled Planning Assistant/Code Enforcement Officer. "This personnel item before you tonight is customary when job classifications have changed substantially," Reed said.
Council members asked for details about workload and hours. Reed described the code enforcement portion as previously split across a full-time position and a part‑time finance role; she said the code enforcement duties as assigned to the planning technician would range from roughly 10 to 20+ hours per week depending on workload and that the duties include patrols, responding to complaints and required report writing and coordination with the city attorney when necessary.
A motion to approve the reclassifications, the revised job descriptions and the revised salary schedule carried. The vote on the motion recorded three ayes: Council Member Sanchez, Vice Mayor Lewis and Mayor David Silva.
Council members said the change is part of succession planning and retaining staff while limiting the creation of new full-time positions. Reed said staff will implement the revised classifications and that an internal candidate (first name Kat) will begin assuming duties in the months ahead as part of a transition plan.
The council moved next to other business and later convened a closed session on real property negotiations under Government Code Section 54956.8.
