Kenosha utility approves property-use agreement for contractor equipment storage

The City of Kenosha Water Utility Board of Water Commissioners approved a property-use agreement with New Restoration and Recovery Service LLC to allow contractor storage on utility property during the Sept. 22 meeting.
Staff described the storage location as a vacant lot north of the former Shopko site, at the northwest corner of Highway 50 and Second Avenue/50th Street. The agreement covers storage for the utility’s televising and sewer-cleaning contract and mirrors conditions previously used with other out-of-town contractors.
Staff member Zarniak said the contractor’s access will be limited to normal business hours and confined within the utility’s fenced area. He added that if the contractor needs access outside normal hours, staff would provide supervised entry and then secure the premises when the contractor finishes work. Zarniak said the utility has applied similar conditions to other contractors in the past and recommended approval.
Board members asked about yard access; staff confirmed access restrictions and on-site staffing during posted hours. A motion to approve the property-use agreement was moved, seconded and approved on a voice vote; the chair confirmed the affirmative vote.
The agreement does not change ownership of the lot; it authorizes contractor storage under conditions set by the utility. The utility did not specify a term length or fees in the meeting record.
