Florida senator visits Winter Springs to outline state budget wins for Seminole County

Senator Jason Bridal, introduced by Mayor Kevin McCann, visited the City of Winter Springs on Sept. 22 to give an update on the 2025 Florida legislative session and to list several appropriations and policy changes he said would affect Seminole County and local municipalities.
Bridal told the commission the 2025 session ran long because lawmakers debated how to return surplus revenue to taxpayers. "We were fighting over how to give money back to taxpayers," he said. Bridal said the Senate and House compromised on measures that would return funds while preserving fiscal balance over several years.
Among items Bridal told the commission were included in the state budget and appropriations affecting Seminole County and Winter Springs:
- Repeal of the business rent tax (site-of-rental sales tax) that had been reduced over multiple years and, per Bridal, is now eliminated. - Statutory clarification for statewide sales tax holidays (back-to-school in August and a year-round hurricane-preparedness window, plus an extended hunting/fishing/camping holiday through Dec. 31). - A recurring $250 million appropriation directed to paying down state capital debt. - Local appropriations for Seminole County that Bridal listed: juvenile drug court funding; a mobile command unit for the Seminole County Sheriff’s Office (carried forward from prior appropriations); Seminole County Public Schools Academy of Engineering modernization; a Seminole State College workforce building (nursing program expansion); and multiple behavioral health and substance-abuse program grants, including appropriations to Inspire Operation Grow and Empower. - Items Bridal identified as funding wins for Winter Springs specifically: $750,000 for potable water tray aerator improvements, $40,000 for a valve addition, and $380,000 for a reclaimed-water main on Michael Blake Boulevard.
Bridal urged municipalities to frame requests with regional impact to improve the likelihood of state support. "If you do a lot of the water projects to tie it into that, the state pays attention," he told the commission.
Meeting context: Bridal briefly described fiscal priorities, policy changes and local appropriations; his remarks were an informational presentation rather than a formal agenda item and did not require commission action. Mayor McCann and commissioners thanked Bridal for attending and posed no formal motions about the state items during the meeting.
