Elkhart opens rental registration portal, hires inspector as inspections begin

Elkhart city staff reported that the municipal rental inspection and registration program is now active and the city has hired a dedicated inspector to carry out inspections.
Megan Irwin, Elkhart chief of staff, told the council the city opened an online registration portal and hired an inspector, Neil Colber, who started June 30. “Neil has an incredibly, incredibly rich background in home inspections. He's a licensed plumber,” Irwin said.
Irwin said 69 properties had registered through the portal, the city had scheduled 102 inspections and completed 21 inspections as of the update. She credited the building, code and permits team for preparing the portal and said staff would continue to refine the process and communicate with property owners as questions arise.
