Board delays vote on new student directory policy after state law limits release of directory information

The Lake Oswego School Board reviewed a draft update to policy JOA on directory information that staff said was prompted by an August 1 change in state law narrowing what student information the district may disclose outside the district.
Kelly Larson (presenting staff) told the board that the updated policy removes items the district may no longer release publicly, including a student’s address, telephone number, and date and place of birth, and clarified that the district would not treat the district-run foundation differently from other district employees when considering information release. Larson said the district can provide parent e-mail lists by school on Oct. 1 but will not be able to supply parent clubs with student-to-parent matched directories; parent clubs have been collecting information by other means and encouraging families to opt in.
Directors asked for clearer wording in an exclusions paragraph that contained multiple negatives; staff agreed the sentence was confusing and struck it from the draft. Board members discussed options for making edits and returning a revised policy for action on Oct. 13. Director comment emphasized that the district needs the information for its internal records but cannot disclose it to outside groups, and that parent clubs must collect information directly from families if they want full directories.
The board did not vote on the policy at this meeting and asked staff to accept suggested edits and return a final draft at the Oct. 13 meeting.
