Carroll County commissioners approved a series of procurement renewals, service contracts and budgeted purchases during their Aug. 21 open session. Most items were routine and included in the county’s FY26 budget.
Key approvals include renewals for county information systems: a one-year renewal with Motorola Solutions for Command Central Vault cloud-based digital evidence storage for the State’s Attorney’s Office in the amount of $44,160, and renewal of Judicial Dialogue software maintenance and support with Judicial Dialogue Systems for $31,558.80.
The board approved multiple road and maintenance contracts: purchase of bulk road salt from Deicing Depot for $1,520,000 for the 2025–26 season; signing authority to spend up to $540,000 on snow removal services from multiple vendors during the same season; ongoing tree trimming services with C2 Crane & Tree Service not to exceed $756,000; and spending authority for various blacktop products up to $415,000. Commissioners also approved awarding contracts and purchases for fleet and parks equipment: four 2025 Ford Explorers from Hertrick Fleet Services for $183,380, and two CAM SuperLine trailers from Ripon Equipment Company for $25,543.50.
Additional actions included approval to adopt the Spring 2025 amendment to the Carroll County Water and Sewer Master Plan and forward it to the Maryland Department of the Environment for final approval, and approval of an option to pursue other routine county purchases and agreements that were listed on the agenda. The board approved closed-session minutes for legal and personnel matters dated Aug. 7, 2025.
All of the listed procurements and renewals were presented as within the FY26 adopted budget and carried by voice vote; procurement staff and bureau representatives answered brief operational questions on storage, delivery, and usage but most items did not require extended debate.
