Summary
The county approved and signed a comment letter to the Town of Hampstead regarding the annexation of a 0.21-acre property at 1730 North Main Street, noting staff findings and recommending public notice to adjoining owners.
Carroll County commissioners voted to approve, sign and forward a comment letter to the Town of Hampstead regarding a proposed annexation of a 0.21-acre property at 1730 North Main Street (Parcel 292) in the town’s municipal growth area.
Planning staff, represented at the meeting by Javier Toro, said the annexation application (received July 9) concerns a legally nonconforming residence on land currently zoned I-1 (light industrial) in the county. The town intends to place the property into its restricted industrial district. Staff said the town’s restricted industrial permitted uses are not substantially different from the county’s I-1 district and that the annexation is consistent with Hampstead’s comprehensive plan (2010, amended 2023). The property has existing access to water lines; county mapping classifies it as W-1 (existing water) and S-3 (sewer priority).
County staff recommended the town post public notice at the property and notify adjoining property owners before the town’s public hearing, which the town scheduled for Sept. 9, 2025. Planning and Zoning Commission staff conveyed support for the annexation and agreed that a zoning waiver is not required.
A commissioner moved and the board seconded the motion to approve and forward the comment letter; the motion passed on an affirmative vote. The motion language recorded at the meeting referenced annexation ‘‘number 46’’ while staff presentation earlier referred to annexation ‘‘number 6’’ for the same Narain property; the board approved the comment letter for the annexation application affecting 1730 North Main Street regardless of the numeric label used in the motion text.
The county’s comments focus on procedural recommendations (public notice and adjoining-owner notification) and on consistency with the town plan and county land-use mapping.
