Planning commission continues hearing on downtown restaurant alcohol permit after neighbor noise concerns

The Monrovia Planning Commission on Aug. 13 opened a public hearing on Conditional Use Permit CUP 2025-0007, a request to allow on-site sale and service of beer, wine and distilled spirits (Type 47 ABC license) at a proposed sit‑down restaurant in a neighborhood commercial zone, then continued the matter to Sept. 10 at the applicant’s request.
City staff told the commission that the applicant asked on Aug. 7 for more time “to revise the floor plan and to address some concerns raised by some neighboring properties,” and staff recommended opening the hearing and continuing it to Sept. 10. The commission accepted that recommendation and continued the hearing after hearing public comment.
During public comment, resident Michael Kaplan, who said he lives at 105 South Mayflower, Unit A, said he and neighbors are concerned about outdoor dining with alcohol, specifically noise, amplified music and late‑night service. Kaplan said previous meetings indicated alcohol service might be indoors until 10 p.m. and outdoors until 9 p.m., but he and neighbors do not know whether those hours are finalized. He said families with small children live across the street and asked the commission to limit outdoor impacts.
The commission took a motion to continue the public hearing to the Sept. 10, 2025 meeting, the motion was seconded, and a roll-call vote recorded all members present as voting yes. The hearing remains open and will resume Sept. 10. No final decision on the CUP, operational hours, or outdoor alcohol conditions was made at the Aug. 13 meeting.
Staff told the commission the applicant requested the continuance in order to update the floor plan and address neighbor concerns; staff did not present a formal staff report at this meeting. The commission kept the public hearing open (rather than closing it) to allow additional testimony at the continued hearing. If the applicant does not or cannot appear on Sept. 10, those in attendance were told they may provide testimony at that continued hearing.
Next steps: the item is scheduled for the Sept. 10, 2025 Planning Commission meeting. Any formal conditions on hours of service, outdoor alcohol, or amplified sound would be part of the later hearing record and any motion to approve or deny the permit.
