The Los Angeles City Council approved extensions to three citywide security contracts while the Department of General Services (GSD) completes a new request for proposals (RFP). Council members pressed GSD on contractor performance, living‑wage compliance and the need for on‑site evaluations before extending contracts further.
Councilmember Janice Goldberg called item 22 special and asked whether the three contractors had been evaluated for compliance with the city’s living‑wage ordinance and for service problems raised by council offices. Tony DeClupe of the General Services Department said GSD had worked with the contractors after the living‑wage ordinance was adopted and, to the department’s best knowledge, the firms were in compliance. DeClupe said GSD is seeking a 3‑ to 6‑month extension so it can finalize a complex RFP and bring it to the ITGS committee; staff reported roughly 60 contractors have expressed interest in bidding.
Councilmembers described repeated complaints about performance at particular municipal sites, including the San Pedro Municipal Building, and urged that the RFP process include performance evaluations and on‑site verification (employee interviews and wage checks). Councilmember Savornich said his office had poor experiences with two contractors and asked whether proprietary departments use the same contracts; GSD said the citywide contracts are available to all departments, including proprietary departments.
GSD committed to expedite the RFP and to terminate incumbent contracts as soon as replacement agreements are in place; the council approved the brief extension and asked that the RFP and contractor evaluations proceed promptly. The vote on the motion was recorded as 14 ayes.
