Mary Higgins of the CAO explained that the measure before the council would “bring it back to 100% of pay, basically.”
Council members asked for clarification about differences among bargaining units and parity with police officers. Members also discussed the fiscal and labor-relations consequences of the change during the public explanation and committee reports.
When the council opened the roll on item 17, the clerk recorded the item as approved forthwith. The council did not provide a detailed budget estimate on the record at the time of the vote; the CAO had explained prior negotiations but did not state a city-wide cost estimate in the meeting transcript.
The council’s action directs implementation per the negotiated agreements affected by the legislation and places the item on the administrative schedule for follow-up by city financial staff.
