Post-Adjudication Review Board presents annual recommendations, asks for support on foster-care payments and ISPs

Keith Bridal, representing the Post-Adjudication Review Board (PARB), presented the board’s 2025 annual recommendations to the Oklahoma Commission on Children and Youth on Sept. 19. Bridal described PARB as a network of local trained volunteers who review deprived (foster care) cases and make recommendations to presiding judges and local systems.
Bridal said PARB volunteers reviewed about 2,500 foster-care cases and logged more than 7,000 volunteer hours in the most recent reporting year. PARB staff and volunteers reported ongoing system issues to the state board and offered recommendations: support for increasing foster-care payments (referencing House Bill 2030 discussion and broader concerns about payment levels), removal of barriers to Oklahoma’s Promise scholarship eligibility for youth in care, and improved Individual Service Plans (ISPs) to make plans more useful and actionable for families and providers.
Bridal noted volunteer recruitment and board coverage remain uneven across judicial districts; PARB currently operates active local boards in many districts but lacks full statewide coverage as statutorily intended. The PARB board also recommended continued investment in outreach and staffing; Bridal said PARB estimates a need for roughly 600 volunteers statewide and additional staff capacity to meet statutory review frequency.
Commissioners received the PARB recommendations and thanked staff for the report; no formal vote was required on the recommendations themselves at the meeting.
