OCCY staff report 9% year-to-date utilization; commissioners approve financial report for FY2026

Mehul Huhaq, business manager for the Oklahoma Commission on Children and Youth, presented the commission’s financial snapshot for fiscal year 2026 through Aug. 31, 2025. Huhaq reported a $5.8 million annual budget and year-to-date expenditures of $520,393, which he characterized as approximately 9% utilization of the annual budget and consistent with normal patterns early in the fiscal year when program disbursements and contracts are scheduled later.
Huhaq broke spending down by major categories: personal services (about 12% utilized to date), travel (6%), administrative (7%), equipment (4%) and grants/program-related disbursements (none yet, scheduled later). He described cash balances across appropriations and said the agency is positioned to manage 2025 closeouts and 2026 operations.
After the presentation, a commissioner moved to approve the finance report. The commission conducted a roll call vote and approved the finance report; the meeting record shows the motion passed by roll call.
