Commission to consider ACCA-backed resolutions on SSUT funding and expanded mutual aid at next meeting

Jackson County commissioners on Sept. 8 heard staff briefings on two proposed resolutions the commission will consider at a future business meeting: one urging the Alabama Legislature to preserve the state’s SSUT program and another to adopt a statewide mutual-aid agreement extending liability coverage to certain non-emergency mutual-aid operations.
On the SSUT item, staff said the Association of County Commissioners of Alabama (ACCA) is encouraging counties to adopt a resolution urging the legislature not to change the state’s SSUT program (described in meeting remarks as providing stable, constitutionally grounded revenue to state and local governments). The packet language indicates the SSUT program has supplied substantial revenue to the state and local governments; meeting remarks included a figure (stated verbally) that the program has provided about $4,200,000,000 in revenue to the Alabama General Fund, Education Trust Fund, counties and municipalities. Staff proposed placing the ACCA draft resolution on the commission’s new-business agenda at the next meeting so commissioners could review the language.
Separately, staff and Emergency Management personnel summarized a proposed statewide mutual-aid agreement that extends liability coverage beyond declared disasters to planned events and nonemergency mutual assistance. Josh Becker, who has worked on the item with ACCA and other counties, said the change is intended to transfer or clarify liability in circumstances such as mutual support for large planned events, sheriff deployments to other counties, or other non-declared assistance. Staff recommended returning the mutual-aid resolution to the commission at a future meeting (staff indicated statewide discussion and a mutual-aid committee shaped the draft language).
Commissioners agreed to place both items on a future agenda rather than take immediate action.
Ending Staff thanked Emergency Management partners and ACCA for their work; both resolutions were left on the work-session/agenda track for formal consideration at a subsequent meeting.
