Board adopts enrollment and committee policies; updates visitor, complaint rules and committee charges

The Albany City School District Board of Education voted unanimously to adopt a set of revised and newly created policies and related regulations covering enrollment, visitor procedures, committee charges and student complaint processes.

Policy committee chair Miss Gracie (identified in the meeting as the policy committee chair) led the discussion and said a revised enrollment policy and enrollment procedures will be posted to board documents. The main change to the enrollment policy is the addition of sibling preference in the lottery for community-based pre-kindergarten programs; the regulations will clarify implementation steps. The administration also proposed adding special education needs as an explicit reason for an enrollment variance and updated language to reflect that elementary students operate on a trimester schedule rather than semesters. The policy package also revised language about the rights of students experiencing homelessness "as per the federal McKinney-Vento" (the McKinney-Vento Homeless Assistance Act).

Miss Gracie said she would supply a corrected policy memo after the meeting to fix a numbering mix-up in the memo that confused Policy 5110 and 5100.

The board also adopted a new policy (2,270) addressing superintendent advisory committees, formalized written charges for standing board committees (policy 22 50 / board committees), and revised the advisory-committee policy (2,260) to allow specified exceptions for when a board member must serve on an advisory committee where a law or regulation requires it. The district will add the committee charges to the district website, the board said.

Visitors-to-school policy (5300.65) was revised to state that all visitors may be subject to metal-detector screening at any time and that the visitor-management system the district uses (Raptor) will be required during the school day. For events outside the school day, Raptor may be used based on objective criteria such as event size, location, and risk assessment. The board also revised Policy 5030 (renamed Student Complaints and Appeals) to make the title clearer for someone searching how to file a complaint.

Several board members thanked policy staff for formalizing committee charges and for clarifying the scope and procedures of district advisory and superintendent-level committees. Miss Savage noted this was one of her last acts as a member of the policy committee and that communications staff would publish committee charges to the district website.

President Chitore moved to adopt the policies; Miss Savage seconded. The vote was unanimous (all six members present). The board then returned the gavel to President Chitore and moved on to committee reports.

No specific implementation dates for the new or revised policies were provided in the meeting; the policy chair said corrected memos and the regulations would be posted to BoardDocs following the meeting.
