Meridian’s City Council on Aug. 19 approved a rezone, preliminary plat and development‑agreement modification for the Gramercy Townhomes project (file H2025‑0019), allowing 82 for‑sale townhome units on about 6.98 acres that were previously approved for age‑restricted multifamily housing.
The project rezones property from CG (General Commercial) to TNR (Traditional Neighborhood) and proposes 82 buildable lots plus eight common lots with internal private streets and a central open space. The developer, Elton Development, presented plans for 3‑ and 4‑bedroom for‑sale townhomes sized about 1,650–1,750 square feet. Elevations submitted to the city show a maximum building height of 39 feet, 11 inches—under the 40‑foot TNR limit. The site plan includes 18.8% open space (code requires 15%) and 46 guest parking spaces in addition to four spaces per unit.
Why it mattered: the project moves a previously approved age‑restricted development to a market‑rate for‑sale townhome product after the developer concluded the active adult product was not viable in the current market. Staff found the revised plan met TNR density and design standards; the Planning & Zoning Commission recommended approval.
Traffic and school capacity concerns
Neighbors and council members raised traffic concerns near Mountain View High School and about morning and afternoon queuing at the nearby Goddard School pickup. The applicant responded that a limited traffic analysis showed peak hour traffic from the development would be modest and distributed across multiple access points and that a similar commercial use or medical/office use could generate more peak trips.
On school capacity, staff and the school district reported the project would generate a relatively small number of students over the multi‑year build‑out; staff said projected student generation from the subdivision would be small compared with district enrollment. Council discussed the district’s enrollment trends and noted West Ada will continue to use boundary adjustments, busing and, where appropriate, portables before building new capacity.
Council conditions and vote
Council approved the rezone, preliminary plat and DA modification with the standard development conditions and added a required dust‑mitigation plan as a condition of the development agreement because the site is adjacent to a preschool. Staff and the applicant agreed to bring construction traffic and dust control details to staff review prior to first‑permit issuance.
The vote was recorded during roll call: Councilman Cavanagh voted no; Councilwoman Little Roberts, Councilman Taylor, Councilman Overton, Councilwoman Strader and Councilwoman Whitlock voted yes (5–1 vote). The motion maker and seconder were recorded in the meeting minutes; councilors emphasized bids, permits and any contractor agreements must comply with the city‑approved mitigation plan.
