Associate Planner Jake Dunn told the commission the property is in the Broadway Corridor historic overlay and is a mixed‑use zoned parcel of about 7,775 square feet. The application would add a second‑floor guest room (described in plans as within an existing primary bedroom) without interior renovations or exterior alterations. The owner will occupy the first‑floor bedroom; an accessory cottage behind the residence is separately rented and an existing carport serves both units.
Dunn said the change requires no additional off‑street parking and does not alter the property’s conformity with the development code. Staff recommended approval, finding the use is consistent with the general plan’s goal of supporting year‑round tourism and home‑based hospitality businesses.
Commission discussion was brief; one commissioner suggested using the term “primary bedroom” instead of “master bedroom” in staff findings. No members of the public spoke on the item. The commission approved the modification by unanimous roll call (Commissioners Nugent, O’Neil and Barnett and Chair Don Bach voted yes).
