Wausau Board of Public Works approves vendor authorizations, contractor pay estimates and a completion-date extension for downtown project

City Attorney Anne Jacobson and Alan Wasilowski, sitting in for Eric Lindman, presided over a meeting in which Department of Public Works staff said one bid for a 2025 slip-line repair project came in higher than the department's estimate and that staff would consult with the sewer division and return the matter to a future meeting.
The board voted to allow the Department of Public Works to purchase asphalt materials from both American Asphalt and RC Pavers so crews can secure material when needed. DPW staff said the city has used both local vendors for years and that relying on a single supplier could impede operations during peak paving periods. A motion to authorize purchases from both vendors passed.
The board also approved a two-month extension to Pembroke Companies' contract completion date for the 2025 Downtown Mall redevelopment. DPW staff said Stevens Construction's schedule for building work on the site has delayed Pembroke's ability to finish by the contract date of Sept. 1; the board approved changing the completion date to Oct. 31, 2025, "without any penalty, liquidated damages, or anything of the sort," as moved by a board member and seconded by another board member.
Separately, the board approved pay estimate No. 1 for the 2025 pavement-marking project, a pay request of $110,877.23 reviewed by the sign shop, and pay estimate No. 5 for the 2025 Mall Redevelopment Phase 2 in the amount of $477,459.14, which staff said had been reviewed and approved by Garrett Lisonbee, project engineer with CORE. Both motions were moved, seconded and approved.
The board approved a Portland cement concrete license application for Hamlin Construction Company after a staff review and voted to enter a closed session under Wisconsin Statute 19.85(d) to deliberate on contractor prequalification statements for the 2025 asphalt milling project and the 2025 athletic parking lots project.
On the slip-line repair project, staff reported a single bid from Pembroke Companies at $462,882, which exceeded the department's estimate; no award or formal action was taken at the meeting and staff said they will confer with the sewer department and return with a recommendation.
Board members occasionally deferred items to allow additional review. A proposed GHD change order was not acted on; members said several were not sufficiently familiar with the document and asked that it be brought back for further review.
