HOMER AREA — The Kenai Peninsula Borough Planning Commission on Aug. 11 recommended the assembly approve acquisition of a perpetual easement north of the recently acquired school property in the Kachemak Selo area to support the Kachemak Selo school development project.
Aaron Hughes, management officer, told the commission the easement area is approximately 0.3 acres and that the acquisition price is $30,000 with an additional $5,000 allocated for due diligence. The easement is immediately north of property the borough acquired previously for school construction and would be recorded as a perpetual easement to support the project.
Commissioners asked clarifying questions about ownership and the funding/closing process. Hughes said the borough would acquire the easement from a private owner (Kuzman listed in the staff report) while the fee estate would remain with the property owner. One commissioner noted a date error in the draft legal document; staff said an addendum and an appraisal/deed waiver remain to be completed before closing.
The commission voted to forward the resolution authorizing acquisition to the borough assembly. The commission asked staff to correct the date in the legal paperwork and secure the outstanding deed/appraisal waivers before assembly action.
