Committee changes neighborhood mailer rule, removes upfront payment requirement

The Transportation, Energy and Utilities Committee on Aug. 5 approved a rules amendment that changes when applicants must pay for neighborhood mailers used to gather support for projects.
Ed Linsky explained the amendment removes the requirement that the applicant pay mailing costs before notices are mailed. Under the amendment, applicants will make a single payment equal to 50% of the mailer cost, and that payment will be due after the required 75% approval level has been achieved. Linsky described the change as removing a burden on neighborhoods that had to collect funds up front to start the outreach process.
Council members supporting the change said it reduces delays and helps neighborhoods that had to assemble funds before notices could be distributed. The committee passed the rules amendment 5-0.
