Board to send joint objection letter on Mineola annexation; Eustace and Mount Dora annexations reported

Lake County staff briefed commissioners on three municipal annexation proposals. The board directed staff to prepare a letter, to be signed by the commission, objecting to Mineola's proposed annexation of roughly 200+ acres that would upzone rural land; the board also discussed annexation notices from Eustace and Mount Dora.
County planning staff told the Lake County Board of County Commissioners on Aug. 5 that the City of Mineola notified the county of plans to annex more than 200 acres south of the Florida Turnpike near Scrub Jay Lane and Sullivan Road. Staff said Mineola’s conceptual plan would change the site from the county’s rural future land use (one dwelling unit per five net acres) to a mixed-use municipal land use that allows significantly higher density — staff contrasted a county allowance of roughly 273 units under rural policy with Mineola’s proposal for approximately 1,057 units at 4.3 dwelling units per acre.
Commissioners expressed concern about transportation, stormwater, flood study requirements and internal connectivity. Lake County Public Works submitted extensive comments on Sullivan Road, Scrub Jay Lane, connectivity and stormwater. Several commissioners favored preparing a letter of objection to Mineola’s proposal that would be presented on behalf of the full board and sent to the district commissioner and the municipality; the board asked that signatures be collected for a letter to be transmitted quickly.
Staff also reported that the City of Eustis (referred to in the hearing as Eustace) proposed to annex about 12.8 acres at the southeast corner of County Road 44 and 44A; public-works staff requested that any future development incorporate a planned trail alignment. The board noted the parcel is adjacent to existing Spring Ridge subdivision lots and that Eustis uses form-based code.
Finally, staff said the City of Mount Dora intends to annex about 20 acres for an approved subdivision (The Hills of Mount Dora) of roughly 80 units; Mount Dora will provide water and sewer and Mount Dora may take responsibility for Roby Avenue from US 441 to Mount Enos Way when the annexation is finalized. The board did not object to the Mount Dora notice and noted the subdivision is under construction.
Why it matters: The Mineola proposal would substantially increase permitted housing density compared with the county’s rural land-use designation and could require significant roadway and stormwater investments. The board’s joint letter is designed to register county concerns about infrastructure, connectivity and the preservation of rural character.
Next steps: Staff will draft a letter reflecting the board’s concerns for all five commissioners’ signatures and circulate it promptly to the municipality and the district commissioner; public-works and planning staff will continue coordination with municipal counterparts on Eustis and Mount Dora notices.
