Several commissioners and members of the public offered preliminary concepts (not exhaustive): rental/fee‑based uses (private parties, seminars, conferences), rotating banners or light‑pole art, ticketed classes and events, artist talks connected to Art Night, and donor or naming opportunities. Staff cautioned that some ideas (for example, rotating banners) carry installation and removal costs and require funding; staff cited a recent banner program costing approximately $5,000 for installation and removal and three to four months of display as a cost reference.
Motion and vote: The commission voted to create a short‑term ad hoc charged with preparing the October meeting (to include Chair Fox, Commissioner Fader and Commissioner Romer). The motion passed with all commissioners present voting yes; three commissioners were absent. Staff clarified that a focused item will be placed on the October agenda and the ad hoc will assist with speaker invitations, meeting agenda and outreach strategy. The commission also agreed to invite experts and collect written proposals in advance to support deliberation.
Public comment at the meeting included opposition to a proposed mural donation from outside the city and requests that donated works align with local character; speakers urged fiscal discipline and asked that work‑plan items include estimated staff costs. Staff and commissioners said they will await council guidance on the sculpture loan program before finalizing any mural‑acceptance rubric and will treat mural donations as case studies for the emerging rubric.
