Board discusses parking decal revenue, keeps rates pending further review

During discussion board members asked where the 85% of the $60 parking decal fee goes and how the 15% set aside for parking-lot maintenance and related items is used. Miss Davis summarized the district’s practice: "Based on our notes, that says that 15% of the permits go to the site activity account and the remaining 85% go to the general fund. We will do that twice a year in July and January." She added that the site receives a percentage back to use for local needs and that the district retains a portion for district-level maintenance.
Board members asked whether the decal money is used for major parking repairs or primarily for striping, golf-cart replacement and minor maintenance. A district staff member clarified that the 15% is mainly applied to striping and golf-cart costs and that larger repairs typically come from bond funds. Board members asked staff to provide the number of students who typically purchase decals and more detail on what the site-level funds are used for; staff agreed to bring that information to a future meeting on Aug. 22.
Several board members urged the district to review whether the current rates and allocations should be adjusted to reduce the fee burden on students, but staff said the district and individual sites currently rely on the revenue to cover routine parking-lot upkeep and equipment replacement.
The consent agenda passed; the board retained the page in the manual but requested follow-up information for the August meeting.
