City council adopts developer-irrigation ordinance after board recommendation
Summary

Dayton (board member) reported that the board's prior recommendation to the city council was adopted in the same form as the board recommended. The ordinance requires developers who have on-site water to offer enough of that water for the outdoor irrigation component of developments; instead of donating the water outright developers receive a waiver of the equivalent amount in impact fees.
Dayton said the ordinance is now on the city books; staff told the board they had not yet seen any developers take advantage of the new process but that the provision will apply when a developer both owns the water right and proposes to develop the land. Board members noted one exception: if a developer sells the water before development, the offer to the city would not apply.
No formal board vote on the ordinance was recorded at this meeting; Dayton's report was informational and confirmed the council's action.
