BOAC votes to call Aug. 25 special meeting to draft recommendations on resolution changes

Juan Gonzalez of the City Attorney’s Office told the committee that council had asked the city attorney and city manager’s offices to harmonize boards and commissions across the city and that many items are being converted from ordinance to resolution.
Gonzalez said converting a board’s authorizing instrument from ordinance to resolution would make it easier for council to change a board’s purview, composition or meeting frequency, because council would then act by resolution rather than ordinance. He said the process was underway and that staff would notify the committee when items were scheduled for council consideration.
Committee members expressed concern that if council moves additional projects under BOAC’s purview, the committee’s current twice-yearly meeting schedule would be insufficient and recommended quarterly meetings in that case so the committee could review and familiarize itself with new projects. Committee members also discussed preparing a memorandum to council expressing the committee’s preferred meeting frequency and other recommendations.
The committee unanimously approved a motion to hold a special BOAC meeting on Monday, Aug. 25, to draft and vote on the memorandum. Philip Lane moved the motion; Ryan Woodcraft seconded. After a voice vote the chair declared the motion carried.
