Valley County commissioners approve contract with Boise State University to update all-hazards mitigation plan

Valley County commissioners voted to approve signing a contract with Boise State University to update the county's all-hazards mitigation plan. County staff said the contract language had been finalized in coordination with the prosecuting attorney's office and recommended moving forward with execution.
The county's emergency manager told commissioners that BSU had already done recent community work that will help streamline the update. The manager said other firms contacted were unable to take on additional counties because they were already committed to two or three other counties.
A commissioner moved to approve the contract, the motion was seconded and approved by voice vote. Clerk Miller was asked to print the document and arrange for Boise State to sign; staff said they would contact a Boise State representative named Nick to complete signatures.
On funding, the emergency manager said the county typically would use Title 3 funds but, "with the uncertainty of Title 3, we're going to have to utilize PILT," referring to Payment in Lieu of Taxes. Clerk Miller said the prosecuting attorney's office was notified on the contract cover sheet that funding had not yet been identified but would be identified later.
The contract approval was limited to authorizing the county to sign the agreement; commissioners did not adopt a separate budget appropriation at the time of the vote.
Minutes and staff follow-up will show the executed contract and any subsequent budget action identifying the funding source.
