Parks department seeks pavement and playground replacements after years of deferred maintenance

Parks and Recreation Director presented multiple deferred maintenance items to the CIP committee on July 21 and urged the committee to consider parking‑lot and playground replacements that have been postponed for years.

The largest single request is Sylvan Hill parking‑lot reconstruction, a high‑cost item the director said has been on CIP lists for multiple years and has further deteriorated to near gravel in places. The department also added Memorial Park parking‑lot and drive repair this year after spring thaw washouts forced a temporary seasonal closure; staff said the drive and parking area are currently passable but in need of more than a temporary patch.

Riverside Park’s main lot is a multi‑year CIP item as well, the director said, and all three locations (Sylvan, Riverside and Oak Island) are among the most heavily used parks for rentals and large events. The department proposed replacing the River Highlands playground this year and Westview Terrace next year; both playgrounds are outside the income areas that qualify for Community Development Block Grant playground funding, so CIP is the funding source.

Alder members asked whether DPW could reduce contractor costs by performing pavement work in‑house. Parks staff said DPW has completed neighborhood paving in recent years but is spread thin, and that Sylvan’s size and condition may require contract work; Memorial’s failure may also require a contractor because it involves drainage and deeper reconstruction.

Committee members discussed priorities and agreed Sylvan and Memorial warrant high priority because of use and access implications; staff will provide updated quotes and coordinate with DPW for cost and scheduling information ahead of the August ranking meeting.
