Angola council approves solid-waste fee, rezoning and engineering contract; sets 2026 salaries

The Angola Common Council on Monday, July 21, approved a third-reading ordinance to set a new solid-waste charge and took several other administrative actions, including approving a professional-services agreement for water-tower rehabilitation and setting mayoral and treasurer salaries for 2026.
The council opened and closed a public hearing on Ordinance No. 17-80-2025, described in the meeting record as an amendment to Angola City Code chapter 8.05 to set a solid-waste charge at $18.35. The ordinance was moved, seconded and approved on the third reading with a verbal vote of “aye.”
The council next advanced or read other ordinances on the agenda: Ordinance No. 17-81-2025 (fixing compensation of appointed officers, deputies and other employees, and police and firefighters for 2026) and Ordinance No. 17-82-2025 (amending Title 9, Chapter 9.05, on open burning). The council approved an agreement for professional services with Dixon Engineering for project administration of the water-tower painting and rehabilitation work in the amount of $88,300. The contract covers Division 4 (the tower-painting team) and assigns administrative coordination to city staff. Council discussion said the project aims for completion by next July and that each tower would be limited to 50 days out of service while work is underway. The towers identified for the work are the Main Street tower, the Calvary tower and the 300 North tower.
The council voted to set elected-official salaries for 2026, granting a 2.7% increase for the mayor and the treasurer while keeping council salaries unchanged.
Financial items approved included a lien and utility bad-debt report totaling $1,270.11 for the 12 months ending Dec. 31, 2024, and approval of accounts payable (claims numbered 75244 through 75472) totaling $2,074,945.09, which included interfund transfers of $856,724.75. Motions on these items were moved, seconded and approved on voice votes.
