Planning commission approves Quick Quack car wash at Valley Central Way site

The Lancaster City Planning Commission on a 5-0 vote with two members absent approved a conditional use permit permitting construction and operation of a Quick Quack car wash at 44790 Valley Central Way (APN 315-351-26) in an existing commercial center.
Senior planner Kendall Brecky presented the proposal and said the project would demolish a vacant movie-theater building and construct a Quick Quack car wash on the southerly portion of the parcel, leaving the easternmost portion available for future development. Brecky said the project qualifies for a CEQA Class 32 infill exemption and that the applicant has proposed architectural enhancements, including stone veneer and vine trellises, to fit the corridor gateway appearance.
Don Shively, who said he represents Quick Quack, told the commission the company plans to expand in Lancaster and views the project as a neighborhood service. Commissioners focused questions on site circulation and the risk of vehicle queuing backing onto Valley Central Way. Brecky said staff required a vehicle queuing study and that onsite queuing lanes accommodate 18 vehicles in the proposed design; staff did not anticipate significant queue-related impacts but included a condition requiring the applicant to mitigate, at the applicant’s cost, any on-site queuing that causes vehicles to stack onto Valley Central Way and to return to the city for approval of mitigation measures.
The motion to adopt Resolution No. 25-13 approving Conditional Use Permit No. 24009 carried 5-0 with two members absent. The resolution finds the project exempt under CEQA Class 32 (infill) and authorizes staff to file a notice of exemption.
Commissioners noted the site’s existing curb cut and the single through-lane plus bike lane on Valley Central Way; staff confirmed there is a raised median preventing left turns at the immediate location and that turn lanes are present nearby. The applicant will be required to address any operational issues that cause stacking into the public right-of-way. Brecky said the easternmost portion of the project site will be landscaped with bark mulch in the interim to deter unpermitted parking.
The approval preserves existing surrounding parking and leaves redevelopment of the eastern parcel to a later phase; the applicant will proceed with plan check and building permit steps required for construction.
