Elkhart County commissioners award $532,910 sign contract, adopt code supplement and approve other routine business

ELKHART COUNTY, Ind. — The Elkhart County Board of Commissioners on July 21 took a series of routine actions, most by unanimous vote, including awarding a contract for a county sign-replacement project and adopting a supplement to the county code of ordinances.
Highway projects: Kyle Wagner of the Elkhart County Highway Department recommended awarding the 2025 sign replacement project to Michiana Contracting Incorporated at $532,910. Commissioners approved the contract and a related agreement and performance bond. Wagner said his recommendation followed a review of all bids.
The board also approved a performance-bond agreement for the Bridge 332 rehabilitation work. County staff said Milestone Contractors had previously been accepted for the Bridge 332 project and the current item was the performance bond to allow work to begin; the transcript references project timing in January and uses the phrase "between counter 29 and counter 42." Commissioners approved the bond unanimously.
Code update: Steve Olson, Elkhart County attorney, presented the "S-22" supplement to the county code of ordinances. Olson said the supplement "updates our county code to reflect the ordinances that have been passed over a period of time" and that it reflects ordinances passed on or before Jan. 31, 2025. The board adopted the supplement unanimously.
Other business: The board approved a request to close Market Street between Main Street and Clinton Street in New Paris for a tractor pull on Aug. 8, 2025, from 6 p.m. to midnight; county barricades will be used and emergency vehicles will be allowed through. Andrew Biles, Elkhart County health administrator, requested approval for Dr. Melanie Sizemore to attend the National Association of Workforce of Health annual conference in Savannah, Georgia, in October; Biles said funds were appropriated and no additional county money would be requested. The board accepted the weights-and-measures report covering June 17 to July 14.
Public comment: Glenall Goshen spoke during the public-comment portion, urging greater transparency in local government. "This county has gone dark on transparency," Goshen said, and urged officials to address the roots of public fear without resorting to force.
Why it matters: The highway contract and bonds allow maintenance and repairs to proceed; the code supplement updates Elkhart County's formal ordinance record. The road closure and travel approval are routine operational matters recorded for transparency.
