The Des Moines County Board of Supervisors voted Oct. 21 to approve $1,307,537.40 in accounts payable claims and a series of other routine and personnel items, including support for a regional housing trust and a two‑lot subdivision.
The board approved payment of accounts payable claims totaling $1,307,537.40. After a motion and second, supervisors recorded affirmative votes; named votes in the record included Supervisor Sarah, Supervisor Tom Broger, Supervisor Shane McCampbell and Supervisor Jim Carey.
The board approved a letter of support confirming Des Moines County’s continued membership in the Great River Housing Trust Fund and increasing the county’s local match contribution to $12,500 for the 2026 grant cycle (the contribution had previously been $10,000). The board’s action recognizes the county’s stated need for housing for low‑ and moderate‑income households and continued local matching support for the trust fund.
Land use staff presented Regulation 2025‑54, the Hillside Acres Subdivision, a two‑lot subdivision in the northeast central part of the county. The board approved the subdivision with standard conditions that septic systems be permitted prior to construction and installed before occupancy. The board approved a contract extension/adjustment for the Des Moines County EMT medical director. At the meeting a supervisor said they were “in favor of giving you another $2,500,” and the board moved and approved the contract.
Personnel actions approved included an emergency management salary adjustment for Shannon (24‑month step increase) raising the annual amount from $70,451.35 to $77,867.28; a hire for the county attorney’s office for Mandy Spencer as administrative assistant/office manager at an annual salary of $51,875 starting Oct. 27, 2025; and a 24‑month step increase for Daniel Cassidy (records/legal assistant) from $40,967.85 to $41,942.59. The board also approved two items for local health employee Wendy Noble: eight hours unpaid leave on Oct. 13 and a resignation effective Oct. 14, 2025.
The board approved minutes of the Oct. 14 regular meeting and accepted two routine reports (duty buyer trust fund report and the sheriff’s fee report for September) for filing in the auditor’s office.
The board also directed republication of the bid notice for the sale of the former public health building at 522 North Third Street in Burlington after a publication error listed dates as October 2026 instead of October 2025. On advice of counsel the county will republish the notice; bids will be accepted through Monday, Oct. 27 at 4:30 p.m., and will be opened at the Board of Supervisors meeting on Tuesday, Oct. 28 at 9:00 a.m.
