Dana Point council roundup: general plan updates, zoning text amendment, fee waiver and Prop. 50 resolution
Summary

Dana Point’s City Council on Oct. 7, 2025 took several routine and policy actions in addition to in-depth items on the agenda:
- Zone text amendment (ZTA 25-0001): Council introduced an ordinance to repeal Chapter 4.4 of the Dana Point Municipal Code and add a new density-bonus processing chapter (9.07.280) to align local code with state density bonus law (Gov. Code §65915). The item was given first reading and will return for a second reading and adoption at a future meeting.
- General plan updates (GPA 20‑201, GPA 20‑202, GPA 22‑003 and related items): Council adopted a package of multi‑year updates to the circulation/mobility, economic development, and public safety elements, along with a CEQA addendum to the city’s general plan EIR, a transportation impact-analysis guideline, and an arterial master‑plan update. Staff and the city’s consultant (PlaceWorks and Farran/Piers team) told the council that the proposed revisions would not create new significant environmental impacts beyond those in the existing general plan EIR and that the amendments seek to complete multi-year planning improvements including evacuation-scenario work and circulation gap analyses.
- OC Parks fee waiver (Capistrano Beach Park railing): The council waived the coastal development permit application fee (staff noted a $14,648 filing fee) for Orange County Parks’ project to install a 141‑foot railing at the Capistrano Beach Park entrance to improve pedestrian safety. Staff recommended a full waiver under the municipal code’s nonprofit/government waiver provisions; council approved staff’s recommendation.
- Proposition 50 resolution: Council approved a resolution opposing Proposition 50, which would redraw certain congressional-district boundaries. The council’s resolution stated that under Proposition 50 the City of Dana Point would move from the 49th Congressional District to the 47th Congressional District; council members said that change could affect regional coordination on coastal and federal funding priorities. One council member recorded opposition on the dais to taking a formal position; the council adopted the resolution.
Other items: Council received a quarterly police‑services update from Dana Point Police Services summarizing outreach and enforcement statistics, community events, and an increase in seasonal calls-for-service; the department said it would continue targeted enforcement and neighborhood traffic operations and track outcomes via social media and internal reporting.
What’s next: The ZTA will return for a second reading and adoption; the city will implement adopted general-plan policies through future implementation steps and capital programming; OC Parks will proceed with its guardrail project with the city’s fee waived and follow city coastal-permit procedures. The Proposition 50 resolution will be filed as part of council records and shared with legislative contacts per council direction.
