The Lapeer City Planning Commission approved a one-year extension on Aug. 14 for a previously approved site plan at 3123 John Connolly Drive, where Three-Dimensional Services Group (operating an Urgent Design and manufacturing space) proposed an addition to an existing industrial building.
What the commission approved: staff described the original approval (Aug. 8, 2024) for an addition to an existing roughly 55,000-square-foot industrial building and said the proposed addition was about 68,000 square feet. Under zoning-ordinance section 7-1806, the planning commission may authorize a single one-year extension of a site-plan approval when the applicant demonstrates a likelihood of commencing construction within the extension period. Staff recommended approval based on the applicant—s representation that construction delays were caused by customer-program delays and that the applicant intends to begin construction once those programs resume.
Applicant remarks: an applicant representative told the commission the project has been delayed by customer program slowdowns, specifically citing delays in automotive programs tied to Ford Motor Company but noting the business is diversified and has aerospace work as well. The representative said they hope to begin work with a builder by the end of the year and commence construction in spring.
Commission discussion and action: commissioners discussed timing and the project scope and then moved and seconded a motion to approve the requested one-year extension. The motion carried on a voice vote with all commissioners saying "aye." Staff said the extension keeps the approved site plan active through the additional year; if construction commences within that period the approval remains valid.
What happens next: the applicant indicated an intention to proceed when customer programs permit; staff said construction timing remains contingent on market and client schedules. The extension does not authorize changes to the approved site plan; any material changes would require further review and approvals.
Ending: With the extension approved, the commission moved on to broader text-amendment proposals and other business.
