Commissioners on the Inver Grove Heights Environmental Advisory Commission on July 24 reviewed the commission's 2025 work plan, agreed to postpone the Sustainable IGH awards program for 2025 and discussed a range of implementation and outreach items, including organics recycling outreach, SolSmart and GreenStep status, Xcel Energy Partners assessment, and drainage concerns in Groveland Park.
Why it matters: the items discussed affect the commission's ability to deliver public outreach, coordinate with Dakota County and private contractors, and advise the city on environmental and infrastructure questions that have neighborhood-level impacts.
Postponed awards and staffing: Commissioners were told the Sustainable IGH awards program will not run in 2025 because of limited staffing and will be rescheduled for 2026. Community Development staff suggested contacting nominators to let them know nominations will remain valid for the next award cycle.
Organics recycling and outreach: Commissioners flagged public awareness of the organics recycling program as a priority. One commissioner said about 8% of residents had signed up during early rollout; commissioners suggested reestablishing a presence at the farmers market, reengaging Dakota County's recycling ambassador program, and using the library and other city events for outreach. Staff indicated they have contacts at Dakota County and can pursue those options.
SolSmart, GreenStep and Energy Action Plan: Several commissioners asked for a brief staff presentation in a future meeting on the city's status with SolSmart and GreenStep programs and on the city's Energy Action Plan (EAP). The commission requested a short refresh so members understand current standings and any near-term actions.
Groveland Park watershed and erosion: Commissioner Killian described research into Stark Lake, changes visible in aerial photos dating to 1937, limited public access at several lakes, and erosion connected to recent roadway and utility construction. Commissioners requested a presentation from city utilities or the city engineer about how large utilities and road reconstruction projects are managed and how erosion and stormwater are being addressed.
Xcel Energy Partners and landfill impact: A commissioner asked for an assessment of the city's participation in Xcel Energy's Partners program, requesting data on usage and performance. Another commissioner asked that Republic (Republic Services) be invited to report estimates of how many cubic yards of waste have been diverted from landfills by the organics program; staff confirmed that published county materials exist but that a more specific local estimate would require Republic's data.
Next steps and process notes: Staff (Community Development Director Jason Zebra) suggested more work-session–style meetings as a way to have less formal, information-rich discussions. He also said the 2050 comprehensive plan process will provide future opportunities for the commission to weigh in on landscape standards, stormwater, and related development concerns. Liz Kramer was introduced as the new Environmental Specialist and identified as the commission's primary staff liaison going forward.
No formal policy changes beyond postponing the Sustainable IGH awards were adopted at the meeting; most items were recorded as discussion and requests for future presentations or follow-up by staff.
