Forney council declines RFP and moves to continue service with Community Waste Disposal

The Forney City Council on Aug. 19 voted to deny authorization for the city manager to issue a request for proposals (RFP) for solid waste and recycling services and instructed staff to continue negotiating a contract renewal with Community Waste Disposal (CWD).
CWD representatives addressed the council in public comment and outlined service improvements and a renewal offer. Greg Raymer, identified as CEO and founder of Community Waste Disposal, said the company has served Forney since March 2011 and highlighted operational changes in 2024 that reduced residential grievances by about 40% and commercial grievances by about 60%. Raymer also described storm-debris collections following a May 2024 storm and said CWD supplied a detailed renewal offer and market-survey comparison showing Forney's current rates among the lowest in the region.
CWD management described current bulk/brush service as four cubic yards per week and offered options in a renewal to increase weekly canvassing, increase monthly allowances and offer additional one-time or on-call pickups. Company staff said special pickups beyond those allowances would be charged to homeowners rather than to the city, and that the company typically communicates service dates and notices on its website.
The council first debated a motion to authorize an RFP for all providers; that motion was withdrawn and replaced. A subsequent motion to deny authorization for an RFP and to continue contract discussions with Community Waste Disposal passed by council vote. Following the vote, staff said they would continue negotiating a renewal agreement with CWD and bring a proposed contract back to council.
